Nice picture! The tail's fins are gorgeous.

I enjoy the drawing style a lot. In particular, both the hair and the face are expressive, and that's definitely a good point from my point of view.

I'm a little more reserved about the coloring style. Although the mermaid and the background both have definite merits, I feel there's a problem with the way you mix colors between them. Considering the environment (which screams deep blue), having your character's skin arbor a definite beige tint looks weird (it should probably be cooler, leaning toward a slightly bluish tint). In the same fashion, the hair color definitely is a little too hot from my point of view.

Because of this coloring problem, I don't feel this picture's impact is as strong as it could. A relatively simple trick to improve color coherence (and reach a more convincing skin tone, for instance) would be to create a blue layer on top of the character's, to set it to Overlay mode and to toy with its color, luminosity and transparency.

All in all, there's space for improvement, but I like this picture.
